Enter dir *.* to see the contents of the user's recycle bin.

Under your admin account, open up an administrator command prompt, and enter cd\$recycle.bin, then cd.

Create a txt document named "TestDocument.txt" using Notepad with the text contents of "This is a test" as the test user, located on their desktop, save it, then delete it.

Make sure all folders under C:\$Recycle.Bin are deleted.

Log on as that user and empty their recycle bin. Please try to walk through the process manually in order to determine what is happening.
